In February 2006, at the initiative of the Ministry of Economic Development and Trade, began work on the development of design concepts in the Russian Federation until 2008. The main provisions of the concept should be the basis for programs that support the development of design in our country as one of the levers of increasing the competitiveness of Russian products.

Sergey Smirnov appointed a leading expert commission, provides elaborate provisions to support the use by different sectors of the economy of design services, development of small and medium-sized enterprises in the field of design, as well as the infrastructure of federal and regional development centers design. In addition, Sergey Smirnov has been actively involved in the development of provisions relating to facilitate entry of the scope of the design to external markets and the integration of design into the curricula of university management.

One of the key areas, which oversees Sergei Smirnov, is to promote the professional development of higher managers and middle managers in the integration of design in production and management processes.
